本事業について

「アーカイブ中核拠点形成モデル事業」は、文化関係資料のアーカイブ化推進において中核となり得る大学や所蔵館・機関等を国（文化庁）が拠点として委託し、一定期間集中的に取組を進めることにより、当該拠点を中心としてアーカイブの整備を効率的かつ効果的に促進することを目的としている。

当該事業実施の背景としては、文化庁において進められてきた「文化関係資料のアーカイブの構築に関する調査研究」事業があげられる。これは歴史的・文化的価値のある我が国の貴重な文化関係資料が散逸・消失することのないよう、アーカイブの構築に向けた資料の保存及び活用を図るための望ましい仕組みの在り方について調査研究を行うもので、平成26 年度に行われた有識者会議において、具体的な方策が検討・提案され、平成27年度（2015年）より当該事業実施が開始されている。

具体的にはデザイン分野をグラフィック、ファッション、プロダクトの 3分野に分け、各分野の「中核拠点」となる3団体を選定し、①ネットワークの構築 ②アーカイブ手法の検討 ③データベースの管理・運用・利活用を調査研究の必須課題とし、各分野の現状調査・分析の後、デザイン分野全体での問題点の共有と解決策の提案を目指すこととなった。

3分野のうち、資料のアーカイブ化推進および国内の諸アーカイブのネットワーク化の拠点として、グラフィック・デザインに関しては京都工芸繊維大学美術工芸資料館に、ファッション・デザインに関しては文化学園大学和装文化研究所に、プロダクト・デザインに関しては武蔵野美術大学美術館・図書館にそれぞれ設置し、資料の収集、整理、保管、保存修復、利活用の手法の検討と構築を行うこととし、平成27年度から事業を推進している。

About the Project

As part of a push to archive cultural materials, the objective of the Core Archive Center Creation Model Project is for the national government (Agency for Cultural Affairs) to commission universities, archives, institutions, and other organizations that can serve as core centers, and by pursuing intensive archiving efforts for a certain period of time, to facilitate the efficient and effective creation of archives concentrated on these centers.
One factor behind the implementation of this project was another Agency for Cultural Affairs project called the Survey and Research into the Construction of Archives of Cultural Materials. That project surveyed and researched ideal mechanisms to facilitate the preservation and utilization of cultural materials with an eye to constructing archives to keep precious Japanese materials and artifacts with historical and cultural value from being scattered or lost. Concrete steps were proposed and considered at a meeting of a committee of experts held in 2014, and that project began in 2015.

More specifically, the field of design was divided up into three areas, namely, graphics, fashion, and products. Three institutions were selected as “core centers” for each respective area. Three specific matters were given priority as crucial issues for research: 1) The construction of networks, 2) The study of archiving methods, and 3) The maintenance, operation, and utilization of databases. After surveying and analyzing the current state of materials in each of these areas, the aim of the project became to share problematic issues and potential solutions covering the design field overall.

It was decided that the center tasked with advancing the archiving of materials and establishing networks encompassing domestic Japanese archives thereof would be established at Kyoto Institute of Technology Museum and Archives, Bunka Gakuen University Laboratory for Japanese Dress Culture and Musashino Art University Museum and Library. As a result, since FY2015, in addition to collecting, cataloging, storing, preserving, and restoring such materials, these institutions has been studying methods and creating systems to utilize them as part of that project.
